According to Xinhua news agency, Resolution 2605 decides that the current personnel level of the peacekeeping mission (known in French as MINUSCA) shall be maintained — 14,400 troops, and 3,020 officers.

The resolution won the approval of 13 of the 15 Security Council members.

The resolution was approved by 13 members of the Security Council.

China and Russia abstained on the basis that the CAR government’s views were not sufficiently reflected in the draft.

Russia and China abstained because the draft did not adequately reflect the views of the CAR government.

Resolution 2605 decides that MINUSCA’s mandate is designed to advance a multi-year strategic vision to create the political, security and institutional conditions conducive to national reconciliation and durable peace through the implementation of the 2019 Political Agreement on Peace and Reconciliation and the elimination of the threat posed by armed groups through a comprehensive approach and proactive and robust posture without prejudice to the basic principles of peacekeeping.

Resolution 2605 declares that MINUSCA’s mandate aims to promote a multi-year strategic plan to create the political security and institutional conditions conducive for national reconciliation and lasting peace through the 2019 Political Agreement on Peace and Reconciliation and to eliminate the threat posed to peace by armed groups.This is done through a comprehensive approach and a proactive and robust posture, without prejudice to the fundamental principles of peacekeeping.

The resolution authorizes MINUSCA to take all necessary means to carry out its mandate within its capabilities and areas of deployment.The resolution empowers MINUSCA, within its capabilities and in its areas of deployment, to use all the necessary tools to fulfill its mandate.

The resolution sets as priority tasks of MINUSCA the protection of civilians; good offices and support to the CAR peace process; facilitation of the immediate, full, safe and unhindered delivery of humanitarian assistance; and the protection of UN personnel, installations, equipment and goods, as well as the security and freedom of movement of UN and associated personnel.This resolution identifies MINUSCA’s priority tasks as: protection of civilians, good offices and support for the CAR peace process; facilitation the immediate, complete, safe, and unhindered delivery humanitarian assistance; protection of UN personnel and equipment; as well as freedom and security of movement for UN and related personnel.
