New Delhi, Aug 26 : Chief Justice N.V.Ramana on Friday called the interminable nature of cases as a major challenge and expressed regret over not paying enough attention to the issues with the listing of cases and scheduling of hearing of issues.Chief Justice who was the head of the bench of ceremonial status, stated that the concerned parties attempted to develop modules, but due to security concerns and compatibility issues, not much progress was made.there’s a requirement to use modern technology to address the problem.
Justice Ramana said, “Let all of us move forward with the dialogue and discussion in the course of providing speedy and reasonable justice to the average mana” and he would not be the first or last to contribute to the growth of the institution.
He said that people will move on and off but the institution will remain forever, and emphasized maintaining the integrity of the institution.This is which is crucial to be respected by society and the people.
On the functioning of courts during the Covid-19, he said running of courts was a priority.Justice Ramana said the needs of the judiciary differed from the needs of the other branches and stressed that unless the bar is cooperating with the judiciary, it will be difficult to bring in the changes needed.
He added that the Indian judiciary has developed with time and cannot be judged or defined by a single order or decision.
He stated, “We have to admit that the pendency poses an enormous issue for us.I have to admit that the subject of posting and listing of issues are just one of the areas in which I was unable to pay attention to.I am sorry for that.”
Recently an advocate senior Dushyant Dave had said that the CJI should not be given the authority to assign or identify cases.Likewise, that the Apex court should be able to use an automated system to allocate of cases.
In his final farewell address in his farewell speech, justice Ramana declared, “I thank all my colleagues and all lawyers of the bar for their continuous assistance and support.I will surely be thinking of the people you have all.”
Attorney General K.K.Venugopal stated that during the time of Justice Ramana as CJI, the vacancies of 224 in the high court were filled and over 100 members in the tribunals were appointed, the apex court was the full capacity of 34 judges.He added, “What is outstanding for the CJI is the power of persuasion with the help of he could make appointments and vacant positions.”
In a speech praising the CJI’s achievements Solicitor General Tushar Mehta said he is fulfilling his duties as the “karta” of the legal profession just as he has done for his family.
Supreme Court Bar Association president Vikas Singh has said that his retirement is a huge loss for everyone and during his time in office, a clear signal was sent out that this court is a business and that this court will stand up to the Constitution.
