New Delhi : , Nov 16, 2009 : .Amitabh Kant (CEO of NITI Aayog) was invited to the JSW School of Public Policy (IIM Ahmedabad) for the launch of the series of Public Talks entitled ‘India 2031: A Decade of Transformation’.
Stressing upon some key focus areas where the country needs to probe, Kant laid down a constructive and robust pathway in his talk with the students and faculty members of IIM Ahmedabad.Kant stressed the importance of a few key areas that the country should investigate in his speech to the IIM Ahmedabad students and faculty.

At present, India needs to improve its learning outcomes, health outcomes and largely on nutritional outcomes, if we need to sustain growth for three-decade period, said Kant.Kant stated that India must improve its health and learning outcomes as well as nutrition if it is to maintain growth over the next three decades.

Kant talked about the role that digitisation can play in building India as a future superpower.Kant spoke about how digitisation could play a role in India’s future success.

Being data rich and data intelligent to a lot of AI and machine learning, India must use this power and get into the areas of electric mobility and battery storage.India is data-rich and machine-learning rich, and must harness this potential to explore electric mobility and battery storage.

Speaking of the technology, Kant stressed that, India must focus on becoming a fast grower of 5G tech, which will drive us to grow majorly in the coming years.Kant spoke out about technology and said that India should focus its efforts on being a rapid grower in 5G tech.

This will allow us to expand significantly over the next few years.The country should also make a Genomics breakthrough.

India must also achieve a breakthrough in Genomics.If India wants to grow at high rates of 9-10 per cent over a long period of time, we must plan “Scientific Urbanisation”.

In terms of payments India does all digital and seamless transactions.

With regards to breakthrough apps, CoWin is also a good example of digital strength of India with seamless and verifiable system for vaccination certification.CoWin, a digital platform that provides seamless and verified vaccination certificates to India’s citizens with breakthrough apps is another example of India’s digital strength.

Our data is the cheapest in the world and in every three seconds we are creating a new internet user.We have the lowest cost data in the world, and we create a new user every 3 seconds.Hence, in future many of these challenges will be resolved by young startups as they unfold to disrupt the established industry of today and will be solving problems of the 1.3 billion people of India, therefore technological leap frogging will be the key to growth and progress in the coming years.Young startups will solve many of these problems in the future.They will disrupt established industries and help the people of India (1.3 billion) to overcome their issues.Therefore, technological leapfrogging is the key to success and growth in the next few years.

Kant said: “I strongly believe that we get into the sunset areas of the industry quiet often and it’s very difficult to penetrate the global markets of the industry’s sunset areas, by that time other countries and companies have already moved in.Kant stated that he believes that India gets into sunset regions of the sector quite often.It’s difficult, if not impossible to get in on the international markets.By then other countries or companies are already moving in.It is very difficult to dethrone established companies therefore India must get into ‘Sunrise areas of Growth’.Establishing companies can be difficult to replace, so India should move into the ‘Sunrise areas for Growth.Being data rich and data intelligent to a lot of AI and machine learning, India must use this power and get into the areas of electric mobility and battery storage.”.India is data-rich and data-intelligent to machine learning and AI, so it must harness this potential and enter the electric mobility and storage areas.

He added that massive benefit that can be achieved from tracking real time data and publishing it in the public domain to create transparency.

To increase transparency, he said that it is a huge benefit to track real-time data and publish it publicly.

Kant said that five key areas such as improving outcomes in education, health, and nutrition; promoting sunrise sectors of growth such as AI and Data Science, scientific urbanization, technological advancement and shifting to sustainable sources of energy such as green Hydrogen can contribute significantly to India’s growth in the years to come.

Kant stated that India can grow in five areas: improving education outcomes, nutrition, science and technology, scientific urbanization and technological advancement, as well as promoting growth sectors such as AI, Data Science and sunrise sectors like AI and Data Science.

One of the key challenges, Kant addressed was how do we work seamlessly with state governments.Kant addressed the main challenge of how we can work with states.”There is a lot of regional disparity in this country, and it is important to touch upon these factors that if India needs to do well states will be the key drivers to this growth.There is significant regional inequality in India.Kant emphasized that these are the main drivers of India’s growth.The human capital matters the most and look across the world and are important determinants of fulfilled nation.Human capital is the key to a fulfilled country.

They are seen all over the globe and they matter the most.In the health structure, we face shortage of health infrastructure, manpower and financing.

We have a shortage in funding, infrastructure and manpower for our health system.If we will go state wise, some states are doing extremely well and some are doing moderately well and some are tend to do poorly.

State wise, we see that some states do exceptionally well while others are performing moderately well.Some are also doing poorly.

We at NITI Aayog believe in competitive federalism.India will hugely grow with massive reforms and rest of India will grow with lower states.

India will see a tremendous growth with major reforms, and the rest of India with smaller states will follow suit.Under aspirational district programmes we picked up 115 backward districts of India and we call them aspirational districts.

We have identified 115 districts in India that are backward as part of our aspirational-district programs.We started ranking them on 49 parameters including healthcare, innovation, infrastructure, etc.They were ranked on 49 criteria, including infrastructure, healthcare and innovation.These districts were not backward because of lack of resources but they are backward because of bad governance, frequent transfers, unfilled posts for doctors and teachers and lack of morale in the district.

He also added that the NEP is a path breaking way in many ways.

The NEP was a way to break barriers in many areas, he said.Various skill development initiatives under the same have been launched and the government use structural reforms across various sectors.

The government has launched a variety of skill development programs under this umbrella and implemented structural reforms in various areas.Hence concluding his speech, he said that in a country like India it is important to maintain the efficiency of delivering the schemes at the Centre, state and district level and it is not possible to sustain growth for a long period of time without cooperation of states.

He concluded his speech by stating that it was important for India to keep its schemes efficient at all levels.It is impossible to sustain long-term growth without the cooperation of the states.
