CBI investigates 2019 TNPSC Scam in Madras HC

Chennai, December 14, 2018 : .The Madurai Bench of the Madras High Court ordered Tuesday a CBI inquiry into the September Tamil Nadu Public Service Corporation Group IV fraud.
CB-CID charges that 99 people had participated in the TNPSC exam for the recruitment of Class IV workers.They used vanishing ink at Rameswaram examination centers and Keelakari examination centre, and then later two TNPSC staff members helped them to alter the answers while they were being moved in a van.CB-CID seized 118 people.

The complainant claimed that high-ranking officials are involved and that two TNPSC officers at lower levels will be incapable of committing such a fraud without their consent.

An order was passed by the Madurai Bench of the Madras High Court consisting of Justices Pushpa Sayanarayana, P Velmurugan and addressing a Public Interest Litigation filed by Advocate Mohammed Razvi.

Mohammed Rizvi, the litigant in the matter, appealed to court claiming that only certain candidates and middlemen were arrested by the Tamil Nadu CB-CID investigating the case.They could not have any other suspects.Mohammed Razvi, the petitioner in the PIL, argued that such a fraud could not have been perpetrated without the consent of political and higher-ranking officials.

He appealed before the court that the CB-CID may not expose the role of higher officials in the scam and wanted the case to be transferred to the CBI.

The CB-CID had, in its counter-response, said that only two officials of the TNPSC, a clerk and a record keeper were involved in the scam and that no other officials were involved in the scam.

The court had during the hearing last month, orally enquired the TNPSC as to why the tampering of the wax seal in the van that had carried the answer sheets was not identified at the first instance.The court had also asked as to why the examination conducted in the two centres where malpractices had taken place was not canceled and adjourned the case to the hearing on December 14.

The court ordered the CBI to conduct a free and fair investigation and to complete the proceedings without any inordinate delay.
