The division bench of Justices Abhinand Kumar Shavili and Anil Kumar Jukanti upheld the single judge’s order, directing TSPSC to conduct the exam again.

The group-1 examination was held on June 11 this year after being canceled once previously.

Three candidates who appeared for the exam on June 11 filed a plea in the High Court citing that biometric details of the candidates were not taken at the exam centres and OMR sheets were given without the hall ticket number.

Arguing on behalf of the government, Advocate General said, “Three candidates filed the petition and it is not reasonable to cancel the entire examination for three candidates. It is our decision whether to put biometrics or not.TSPSC has the discretion to revise the regulations.”

During the arguments, the petitioner’s counsel said that the TSPSC falsified the number of candidates who appeared for the exam.

“On June 11, they said in a note that 2,33,248 candidates appeared for the exam but on June 28, another web note said that 2,33,506 candidates took the exam.Where did the additional 258 candidates come from?”

After listening to both sides of the arguments, the division bench ordered the TSPSC to re-conduct the examination and take biometrics as given in the notification.
