One of the main functions of BMRDA is to oversee the actions of the Bangalore Development Authority (BDA) and the Bruhat Bangalore Mahanagara Palike (BBMP) as well as the Bangalore Water Supply and Sewerage Board (BWSSB) and the Karnataka Slum Clearance Board (KSCB) and the Karnataka Power Transmission Corporation Limited (KPTCL) and the Karnataka Industrial Areas Development Board (KIADB) as well as the Karnataka State Road Transport Corporation (KSRTC) and other bodies associated with development actions in the Bangalore Metropolitan Region.

But, the crisis was followed by rains, requiring software professionals, CEOs and executives to employ tractors and boats as a alternative modes of transportation to get to work, challenging the image of Bengaluru as an IT hub in the world, has thrown a stone in the mouth of BMRDA.

Katyayini Chamaraj, Executive Trustee, Civic Bengaluru, voluntary citizens’ initiative, speaking to IANS said: “BMRDA does structure planning for Bengaluru Metropolitan Region.Bengaluru Development Authority (BDA) must come up with an action plan with conformity to the structural plans of BMRDA.

“But, BDA is developing its own master plan that is based on paper.Government officials proudly proclaim that it will ban illegal constructions and collect the sum of Rs 1,000 crore in revenue.

What does it mean?”

“BMRDA must ensure that there is compliance by the various agencies with its structure plan.In another aspect the system isn’t permitting the Metropolitan Planning Committee to take form.

The bureaucrats and politicians don’t recognize what is development. For them , building roads is just the next step after the destruction of Bengaluru’s ecosystem,” she said.

Kavitha Reddy Alumni B.CLIP leader, environmentalist and Karnataka Pradesh Congress Committee (KPCC) General Secretary said that, along with BMRDA the role of BMRCL (metro) BWSSB Pollution Control Board (PCB) and the Chief Minister Basavaraj Bommai, currently the minister in charge of Bengaluru is a topic that should be considered during this time of the crisis.

Each year, BBMP, the civic agency for Bengaluru would organize a gathering of experts and activists prior to the start of monsoon. In this particular year there was no such meeting, she said.

Reddy added that for the last 15 years the most affected areas are represented by BJP MLAs.

Mahadevapura is represented by Arvind Limbavali and Bommanahalli is represented by Satish Reddy.

“They are MLAs who have been three times, so where was the planning going and what were up to?” she questioned.

The Bangalore Metropolitan Region Development Authority (BMRDA) was established under the Bangalore Metropolitan Region Development Authority Act 1985 (Karnataka Act No.39 of 1985) for the purpose of planning, coordinating and supervising proper and efficient development of the region in the Bangalore Metropolitan Region and allied issues.
