Srinagar on August 29 : Jammu and Kashmir Chief Secretary Arun Kumar Mehta, on Monday presided over the meeting of State Executive Committee (SEC) for Tribal Plan and UT Level Coordination Committee (UTLCC) meeting to discuss the approval of various of tribal initiatives and development projects apart from the mandatory formulation of the tribal sub-plans in the entire sector.He requested the departments to ensure 100% saturation in various schemes by taking care of all tribal families, and ensure that the benefits are distributed to the migrants.
The CS instructed all departments to develop a Tribal Sub-Plan out of their overall budget allocation in collaboration with Tribal Affairs Department and regularly conduct evaluations of outcomes to ensure that any gaps in development and welfare of tribespeople are swiftly rectified.
It is the first time the departments in Jammu and Kashmir will be forming Tribal Sub-Plans.
Departments will provide specific funding to tribal villages in the form of CSS, CapEx, NABARD and loan component as well as various other schemes.
It was decided that the funds proportional to the tribal people in Jammu and Kashmir should be allocated by all districts and departments under both Centrally sponsored schemes and UT CapEx to support development in the tribal villages.
Particular emphasis will be put on beneficiary-oriented schemes as well as welfare infrastructure with prioritization given to roads as well as water supply, power and healthcare, as well as education.
The SEC approved a plan to establish the 134 tribal villages that will be built as part of the Pradhan Mantri Aadi Adarsh Gram Yojana (PMAAGY) as models during the this financial year.
Gap funding of 20 lakh per village is provided by the tribal affairs departments, while the other departments will come together by allocating 43 percent of their Scheduled Tribe Component (STC) under the Centrally Sponsored Program.
District Planning and Monitoring Committee (DPMC) which is headed by DCs and Block Level Committees headed by Chairperson, Block Development Council will supervise the implementation.
DDC members will be invited to be special invited in DPMC gathering.Tribal Research Institute has been given the responsibility of the development of capacity and planning.
In a different landmark initiative the UTLCC approved a Rs 45 crore for the establishment of 4500 tribal Self-Help Groups that will benefit 90,000 members of tribes directly.In addition the grant of Rs 10 crore for marketing and warehouse facilities was also approved.
In a further significant step the department of tribal affairs proposed a project of Rs 25 crore for the supply of mechanical shearing equipment.
The SEC approved and recommended the project to be funded.
