The Padma Award was presented in the presence of the Prime Minister of Sri Lanka Mahinda Rajapaksa.The Padma Shri is India's fourth highest civilian award.
After Bharat Ratna, Padma Vibhushan, Padma Bhushan and then Padma Shri are on the list of highest awards.

Nominations for the awards are received from the State Government / Union Government, Union Ministries or Departments as well as from Excellence Institutions.
The committee will then consider these names.
The Padma Awards Committee set up by the Prime Minister is headed by the Cabinet Secretary.The committee consists of the Secretary to the President, the Home Secretary and some other dignitaries besides the Union Cabinet Secretary.
All nominations received for the Padma Awards will be placed before the Padma Awards Committee.After this, the Prime Minister and the Home Minister will take these recommendations to the President for approval.
