New Delhi, 31 December : .In light of reports that more than 81,000 security officers in Central Armed Police Forces have opted to retire and VRS in recent years, the Ministry of Home Affairs has requested the CAPFs as well Assam Rifles set up a committee in order to examine the current status of promotion delays in lower cadres.

They were also asked to report back within two months.
The MHA was aware that many of its personnel had applied for mandatory retirement, or VRS because of inordinate delays in promotions at junior ranks.

CAPFs were also asked by the MHA for their suggestions on how to improve this situation.

While the Union Ministry of Home Affairs has direct control over the CAPFs, such as the CRPF and CISF, BSF, CISF ITBP, NSG, NDRF, and SSB, the Ministry of Defence is responsible for the administration of the Assam Rifles.

Officials in the security services say it can take around 17-20 years to make a constable a Head Constable (HC), while six-12 years is required for a head contable to be an Assistant Sub Inspector (ASI).

The waiting period to be promoted from an ASI (Sub-Inspector) to an ASI (SI), varies depending on how many vacancies are available in each force.

Official data shows that a Central Reserve Police Force constable must wait approximately 17 years before becoming HC.From ASI to HC six years ago, to SI eight years, and SI to Inspector nine years respectively.

The Border Security Force (BSF) requires a constable to wait around 21-22years to be promoted to HC.From ASI to HC – 9-10 years; SI to Inspector – 8-9 years.

Similar results can be seen in the Indo-Tibetan Border Police.The delay between promotion to HC and ASI is 11-14 years.HC to ASI takes 9-10 years.SI to Inspector takes six to seven.

In a similar scenario, the Central Industrial Security Force, (CISF), has a constable who becomes HC after 18 years.HC then goes to ASI and ASI is 11 years.ASI to SI takes six years.SI to Inspector takes 10 years.

It is still a better situation than other forces because a constable must be HC for 13 years.From ASI-10 to ASI-10, six to SI, and five to inspector.

The waiting period for a constable with the Assam Rifles is approximately 21-22 years.

Officials also acknowledged that the large Voluntary Retirement Schemes (VRS) were a result of inordinate delays in promotions.

The MHA also stated that the forces are subject to harsh conditions, and they often have to work longer hours due to a shortage of personnel.MHA announced that each jawan would get 100 days of leave per year, but this policy has not been implemented.

They also often receive fewer holidays over the year.

Amit Shah, Union Home Minister has directed CAPFs Directors Generals to create software-based transfer-policy to prevent favoritism in transfer-posting.

The hard- and soft-posting must be possible in rotation.This system is not yet in place.

These are the same reasons that suicides sometimes occur in security forces, according to officials.
