Afspa Review Panel: There’s More To It Than You See

To review the implementation of Armed Forces Special Powers in Nagaland, (AFSPA).

It is much more than what one sees on its face.

Instead of being given 45 days to prepare its report, the panel now has three months.

Inclusion of an Intelligence Bureau nominee and Lt.Gen B.S.as members.The special invitation to Raju, DG Military Operations and Lt Gen B.S.The centre also plans to include sensitive matters such as allegations of an ‘extortion scheme’.

N Ravi (now shifted to Tamil Nadu) had earlier pointed out an alleged extortion scheme run by certain Naga groups that were speaking to the centre.Government sources also claim that militant organizations claimed they were entitled to tax collection.

There were differences in December 2020 between Ravi Rio and Neiphiu Rio, the state chief minister.

J.Alam is Chief Secretary for Nagaland.T.John Longkumer is DGP, Nagaland.Dr M.S.are also members of this committee.Tuli is Joint Director Intelligence Bureau, and Lt.Gen B.S.Raju, DG Military Operations will be the guest of honor.

The committee’s mandate is to examine the application for AFSPA Nagaland, and then make appropriate recommendations in a time period of 3 months.

The Dec 26th, Chief Minister Neiphiu R.(NDPP), deputy CM Y.Patton(BJP) and the former Chief Minister of Nagaland T.R.Zeliang (NFF) stated that the report will be submitted by the committee within 45 days.
The committee’s recommendations will guide the development of AFSPA and Disturbed Area.

He and his fellow colleagues stated that the Additional Secretary Home would lead the panel.

He said that AFSPA was being enforced in Nagaland but the panel should review AFSPA issues across all of North Eastern states.

On Sunday, the Army stated that the Army’s inquiry is moving “fast and all efforts are made to complete it as soon as possible.” The Army fully cooperates with the Nagaland government’s SIT inquiry.

Amit Shah, Union Home Minister, met with three Naga leaders – Rio, Zeliang, and Patton, on December 23, and as well Assam Chief Minister Himanta Bida Sarma who, for his part, supported AFSPA being continued in his state.

Security forces have the AFSPA to use as a tool.They can conduct operations without warrants and arrest any person.The AFSPA also grants security forces immunity in the event that they fire on or shoot anyone.

The issue is complex because the AFSPA Application expires in December.To ensure that central forces are functioning and present in the state it might be necessary to extend the period for six months.

A one-day session of special assembly was convened on December 20, against the AFSPA.
Rio’s’maximum push’ – which includes NDPP (of Rio), BJP, and NPF.NPF was once a major opponent to the NDPP.

The BJP is proud to be a pro-armed forces outfit at the national level.

Rio, who was actually with NPF before December 2017 and elected as NPF’s candidate to Lok Sabha for 2014, had been there prior to that.

After NPF chief Shurhozelie voted to nominate T.R., he decided to split from the party organization and float NDPP.Zeliang will be the chief ministerial nominee for 2018.
