While on conversation with a regional news channel, Union Minister Jayaram Ramesh revealed that Congress high command is having plans to impose President Rule in Andhra Pradesh state.

As state elections are due in a couple of months, the Congress high command may not feel the need to appoint a new chief minister for the state.Congress High Command don’t want to take risk with CM chair as the government is uncertain with Seema Andhra MLAs resigning.

President’s Rule refers to Article 356 of the Constitution of India deals with the failure of the Constitutional machinery of an Indian state.In the event that government in a state is not able to function as per the Constitution, the state comes under the direct control of the central government, with executive authority exercised through the Governor instead of a Council of Ministers headed by an elected Chief Minister accountable to the state legislature.

Article 356 is invoked if there has been failure of the constitutional machinery in any state of India.During President’s Rule, the Governor has the authority to appoint retired civil servants or other administrators, to assist him.These advisors assume the functions of State’s Council of Ministers.

President’s rule will also make things easy to move state bifurcation process smoothly.

This is only the second occasion in which AP came under President’s Rule.

In the state, the President’s rule was last imposed on January 11, 1973.

On the wake of Jai Andhra movement, President’s rule was imposed in AP from Jan 11,1973 to December 11,1973.
