UP IAS week gets cancelled in view of Covid protocol

Lucknow, Nov 23 : The pandemic has added another casualty to its list — this time, it is the annual IAS week that has been scrapped.

The prestigious IAS week is held every year in December, but this year the event has been scrapped in view of the pandemic.

“It would have been difficult to hold a big gathering in keeping with the Covid protocols and adhering to standard operating procedures,” said a senior IAS officer, who is also an office bearer of the association.

The event was not held last year too, due to preoccupation of the Chief Minister and also the Ayodhya verdict and anti-CAA protests.

In 2018 too, the ‘IAS week’ was held in February due to the Maha Kumbh.

The IAS week is a much-awaited event in the state bureaucracy and provides a platform to the young and senior officers to interact with the Governor, Chief Minister and with each other.

Officers of the state cadre who are on deputation also come down to attend the event.

Apart from brainstorming sessions that are held to hammer out a strategy to implement government programmes, IAS officers also introspect on the state of affairs in the elite cadre.

Both heads of the state — the Chief Minister and Governor — host lunch and dinner for the officers at their official residences to which the spouses of the officers are also invited.

Senior IAS officers hold group lunches for their colleagues during the week that is marked by cultural programmes.

The service dinner, where officers are given titles on the menu card, is a major attraction.

The tradition was first broken during the Mayawati regime in 2007 when the IAS Association was denied permission to hold the IAS Week after a non-IAS cabinet secretary, Shashank Shekhar Singh, reportedly played a key role in scuttling the celebrations.

However, later, Akhilesh Yadav revived the event with more colour, sportsmanship and enthusiasm by leading functions and even captaining a cricket team of ministers against IAS officers, led by chief secretary.

Meanwhile, the cancellation of the event has caused considerable resentment among the cadre, especially the younger officers.

“We eagerly look forward to the IAS week because it gives us a chance to meet our seniors and discuss our problems.It is a decades old tradition that is being gradually killed.

The Chief Minister should be persuaded to give time by our seniors.If events like ‘Deepotsav’ can be held then why not the IAS week.

We are all aware of how safety protocols should be adhered to in the pandemic,” said a 2007 batch officer.

Another senior IAS officer said they were looking forward to the IAS week, this year, to discuss the introduction of the police Commissionerate system, which has reduced the IAS officers to ‘mere spectators’ in the districts.

“The IAS Week kicks off with a gathering of over 600 IAS officers.So, we cannot hold the event considering the government cap of 100 invites even at weddings.

It would be unethical to even consider organizing the event as it would set a bad precedence,” said an office-bearer of the association
