This was stated by Deborah Lyons (UN Secretary-Generals Special Representative to Kabul).

Lyons stated that IS-K was once restricted to Kabul and a handful of provinces, but now it appears to be active in almost all the provinces.

From last year, the number of attacks has increased dramatically.There were 60 attacks in 2020.

This year there have been 334 attacks that are attributed to ISK.

IS-K is continuing to attack the Shia community.While the Taliban claim they are conducting a coordinated campaign against IS-K in Afghanistan, this campaign is alarming because it seems to heavily rely on extra-judicial detentions or killings of IS-K suspects.Lyons stated that this area is worthy of more international attention.

According to the UN representative, Afghans remain concerned about what the Taliban’s future plans are.These fears reduce some of the peace that has resulted from the significant decline in conflict.The Afghan people are very concerned about their paralysed economy and inability to borrow money.They also fear that they will not be able to provide for themselves and their families during winter and the coming months.

Demonstrations and attempts to exercise freedom of speech are subject to restrictions.Sometimes media outlets close due to financial concerns and other restrictions by de facto authorities regarding the content and broadcasts of their publications or broadcasts.

Lyons stated that there are reports of forced expulsions against minority communities as a result of inter-ethnic violence and tension.

Although the security situation is improving, we continue to receive credible reports about incidents that have affected the rights of Afghans and their physical health.

This includes house searches as well as extra-judicial executions of ex-government security officials and personnel.Inequally implemented, the availability of civil servants, judges and police officers, as well as legal and financial resources, varies across the country.

Lyons stated that there aren’t any women in the justice system and it is not clear how de facto authorities will ensure and guarantee women’s access.
