The Centre, DGP Tripura and the Tripura government were named as respondents.Justice D.Y.headed the bench.Chandrachud allowed the counsel for the petitioner, Justice D.Y., to serve the petition copy to the central agency as well as to the Standing Counsel of Tripura.

The bench has remitted the matter for further hearing on December 13th.

Bhushan claimed that the petitioner had shown the manner inwhich the police are investigating the case.He also claimed that the police are not recording FIRs, invoking UAPA to punish journalists who reported on violence, or sending notices of fact-finding reports to lawyers.

According to the plea, hate crimes in Tripura were committed by organised mobs between October 13th and October 27.The plea stated that the crimes included destruction of mosques, burning of businesses owned by Muslims, and organizing rallies shouting Islamophobic, genocidal hatred slogans and delivering hate speech targeting Muslims in different parts of Tripura. The plea stated that no arrests were made for those who desecrated mosques, vandalized shops, or delivered hate speeches against the Muslim community.

The bench heard the matter and gave directions for effective law-and-order control in Tripura before the recently concluded municipal elections.

Hashmi claimed that the state government and police were in close contact with the perpetrators.”The police and state authorities, instead of trying to stop the violence, kept on claiming there was no communal tension in Tripura and denied reports that any mosque had been set ablaze. The plea stated that police protection was eventually extended to several mosques, and orders were issued under Section144 IPC.Compensation was also announced for victims of violence.

The petitioner asked the court to direct an investigation into incidents of violence against the Muslim community, as shown by the fact-finding document entitled “Humanity under Attack in Tripura” by SIT.
