Pyongyang has followed Russia as well as Syria in declaring the Donetsk and Luhansk regions as independent republics in July, a move that most countries have resisted and prompted Ukraine to cut diplomatic ties with North Korea.

Russia recognized Donetsk as well as Luhansk as its own on February 24, the day that it invaded Ukraine.
