Venkaiah Naidu urged members Monday to follow rules so that winter session can be productive.He also said that the house should not witness unruly scenes like what was seen during monsoon sessions. Naidu appealed to all sections of the house for “democratic” and parliamentary space to allow a productive winter session.He also lamented the failure of all parties to reflect on the unruly incidents of the monsoon session, and make the necessary changes to prevent them from happening again.
This was Naidu’s observation in the house on Monday, the first day of the winter session.
He noted that some members were absent during the commemoration on the Constitution Day on November 26.He referred to the people who opted for democracy for peaceful sociopolitical transformation of the country and said: “Accordingly the Constitution prescribed dialogue in the legislatures for negotiated paths for development based upon the will of people conveyed through the subsequent elections to the Parliament or state legislatures.”
Naidu stated that the disruptions and unruly behavior of some members during the monsoon sessions continue to haunt everyone.He urged members to learn right lessons from it since all sections of the country and the house were left as losers by the derailment of the monsoon sessions.
Referring to the highs, and lows of the past 11 sessions he presided over in the last four years, Rajya Sabha Chairman exhorted members to create “democratic space” within the House to allow all issues to be addressed.
He stated that each of you could raise any issue in a proper manner and unambiguously express your views, provided we create the space for that instead.There is some scope for that kind a democratic and legislative space with collective will.I look forward to the manifestation of that spirit in this session.”
Naidu spoke out about the events that took place during the final moments of the monsoon session.He noted that the responses from the leading lights of house and all those involved were not up to his expectations.
“The treasury benches requested a detailed inquiry into the conduct of certain members during the last two days of the turbulent session.
I tried to reach out the leaders of different parties.Some of them stated that they would not be part of any such inquiry.
However, some leaders expressed concern about the dysfunction of the house and condemned the unruly acts.I, for my part, was waiting for the leaders of this august house and expecting them to express their outrage at the events of the last session.
They promised to introspective and make spirited efforts to prevent such incidents from happening again.I would have appreciated such assurances from all parties to help me handle the matter appropriately.It was not to be.
