R K Singh, Power Minister, asks the Coal Minister for action against officials who provided incorrect information about coal stocks

New Delhi, 28 Dec : , Union Power Minister R.K.Singh asked Pralhad Joshi, Coal and Mines Minister to investigate any officers that gave incorrect information about coal dispatches.
Singh wrote to the Coal Minister on December 9, 2021.

He stated that the officers who claimed they had big stocks, but Gencos weren’t lifting, gave incorrect information.Why didn’t they load the rakes if they did have the stock? It seems that they have exaggerated the production numbers.The officers involved should be prosecuted.

“We checked with the Generation Companies (GENCOS).

Your officers did not tell you that the major GENCOS received the amount of coal they requested.The data for 22 major GENCOS is available, covering the crucial period of April to October 2021.

The total number of indented 67,098 was the sum of the 55,155 and 55,055 coal rakes, respectively, which were endorsed by the railroads.However, the actual coal supply came from the coal companies at 34,620 rakes,” Singh, Power Minister, stated in his letter.

Singh stated that demand will rise again starting in March 2022.I am forced to say that the promised number of rakes per day at the meeting with the Cabinet Secretary, Home Minister and the PMO is not being fulfilled.

In the letter, the Power Minister stated that the coal crisis has been resolved and average coal stock at power plants has improved to 20.2 million tonnes (MT).This is only 10 day stock.Our revised stocking norms require a reserve of at least 15 days at pithead stations and at most 24 days for non-pithead stations.

This is the right time to corrective act, keeping in mind past experiences so that we avoid another crisis.In April, the Ministry of Coal received the estimates of the likely power needed for 2021-22 as well as the coal requirements.Singh stated that these estimates were correct.

We had estimated that power generation using coal-based units from April through October 2021 would be 649 billion Units (BU).Actual generation was 642 Billion Units (BU).We had therefore projected the coal demand of 446.4 million tonnes (MT) Actual consumption was 439.4 MT.However, the coal supply was 418.80MT which is a deficit of 21 MT.He explained that this led to a drawdown in stocks, which fell to a minimum of 7.24 MT at 08.10.2021.”

Singh stated that Gencos won’t be able meet their stocking needs if the coal companies don’t deliver the rakes on time.
