He suggested that research institutes are assigned the task of offering free seeds of new varieties of crops mini kits, and breeder seeds on an extensive scale, in order to ensure diversification of crops and to increase in productivity and production of oilseeds and pulses.

The Chief Minister further stated that Chhattisgarh is self-sufficient in the production of food grains and has taken a number of innovative measures to boost the production of oilseeds and pulses in the state.

In a detailed explanation of the actions that the state has taken, he said to promote diversification of crops, the government has introduced the Mukhyamantri Vriksharopan Protsaahan Yajana, under which the government has made a provision to pay the amount of Rs 10,000 per hectare to farmers who grow pulses, oilseeds or plantation crops in lieu of paddy. In conjunction with Rajiv Gandhi’s Kisan Nyayyojana, the Chhattisgarh Millet Mission has also been set up.

He recommended the idea that MGNREGA is implemented in rural areas that are located close to towns and cities with populations less than 20,000.Apart from the agenda items concerning the meeting the Chief Minister also spoke about various schemes and subjects in relation to the state’s interest.

Baghel repeated the demand of the state for GST compensation, as well as the transfer of amounts collected as ‘additional tax from coal block businesses as well as reimbursement of the amount of Rs 11,828 crore for expenditure paid by the state government to eliminate Maoism.

He stated the state suffered an erosion of revenue as a result of the GST tax system.

The Central government has not taken any steps to compensate for the revenue loss of revenue of approximately Rs 5,000 crore for Chhattisgarh in the next year, therefore the GST compensation grant must be extended through the five years to, even in the year 2022.

As per his report, Chhattisgarh was not able to receive a larger share of central taxes by about Rs 13,089 crore in the Union Budget of the last three years, which resulted in an extreme strain on the resources of the state.

In the next budget the proportion of central taxes must be handed over to the state in full.

He requested that the Rs 4,140 crore that was deposited with the Centre at a rate of 294 per tonne of coal mining by block-based coal companies be transferred to Chhattisgarh in the near future.

Around 65 percent of the state’s mineral revenue comes from the result of iron ore mining operations that are operating in the state. Therefore, a change of royalty rates, in the case of coal and other important minerals, is essential in the interest of financial security of the state, he mentioned.

He also demanded swift actions on other pending requests of the state government, including the refund of deposits made under the New Pension Scheme and ensuring the availability of Jute gunny bags.
