Nagaland Violence: Naga Body imposes “curbs” on army and paramilitary movements

Kohima (Dec 14th, IANS) The Naga civil society organizations have continued to place “total restrictions” on movement of the army & paramilitary within the Konyak tribal-dominated areas in Nagaland.This was according to tribal leaders on Tuesday.
Konyaks make up one of 16 prominent tribes of Nagaland.More than 86 percent of Nagaland’s two million inhabitants are tribal members.

S.Howing Konyak, President of Konyak Union and other leaders from the tribe said on Sunday that a resolution passed by the KU advisory panel stated that civil society organisations (CSOs) would continue to operate under the banner of KU’s “Non Cooperation”, move against Indian para-military and military forces until those responsible are punished.

He stated that “Total restrictions are placed on Indian military convoys, and the patrolling on Konyak’s territory until justice is served against the murder of 14 Konyak youths” to the media at Kohima.

The KU President stated that there would not be a Mon district military recruitment rally and Konyak youth wouldn’t participate in any such rally.

In a statement the KU stated that CSO will continue to agitate in different forms for support of the 4 points demands, including the repeal of 1958’s Armed Forces (Special Power) Act.

The Indian Armed Forces will be agitating against “tyranny”, according to the statement.It began on December 16, with a rally held in Mon District.

As a sign to resentment the hoisting black flags on all vehicles, wearing black badges by everyone and flags at half-mast in offices will be continued until justice has been delivered,” said the statement.

CSOs organize various protest and commemorative events in Nagaland since December 4th, which includes the capital of Kohima.

Konyak civil society organisations here on Monday said that no ex-gratia or compensation from the government would be accepted until justice was delivered to all the 14 victims, including the survivors and family members of the December 4 incident.

The Central government and the state government had earlier announced a total ex-gratia of Rs 16 lakh and Rs 1.5 lakh to the kin of the slain and injured civilians, respectively, after the December 4 firing by the security forces that left 14 civilians killed and 30 others injured in Mon district of northern Nagaland.

Meanwhile, the Special Investigation Team (SIT), constituted by the state government to probe the December 4 incident, continued their investigation.

The 5-member SIT continued its investigation under the overall supervision of Additional Director General of Police, Law and Order, Sandeep M.Tamgadge and submit its report within January 4.

The Nagaland government last week has decided to hold a special session of the Assembly on December 20 to discuss and pass a resolution for repealing the AFSPA.
