Despite the fact that the Congress and the ruling BJP had already decided not to proceed with elections without OBC reservations, Tuesday’s state election commission halted the process nine days prior to the scheduled date.
After the Shivraj Singh Chauhan government withdrew an ordinance to conduct panchayat elections, the final decision of the state electoral commission was made.

On December 23, the state assembly passed a resolution opposing holding panchayat election without OBC.

The model code of conduct that was adopted on December 4th, 2011, also ended with the annulment of polls.B.S., secretary to the state election commission said that the commission would return the deposits of those who participated in the initial phase of the election.Jamod stated this in a note to district collectors.

Madhya Pradesh’s panchayat elections are scheduled for August 2019, but are being delayed by the Covid epidemic.

An ordinance was passed November 21 that effectively nullified the Congress’ last rotation of reservation (during the 18-months Kamal Nath led Government) in 2019.

Instead, the delimitation and rotation on reservation exercises carried out under the BJP regime in 2014 became applicable for panchayat elections.

A group of Congress leaders opposed Madhya Pradesh High Court’s government’s order. They argued that “Conducting panchayat election in 2022 on basis of delimitation and rotation on reservation exercise performed in 2014 (instead 2019) is a violation of Rule-243(d) of Constitution.”

The High Court had refused to suspend panchayat election proceedings. On December 17, petitioners, Syed Zafar (a representative of Congress), approached the Supreme Court. The Supreme Court requested that the Madhya Pradesh government denote all reserved seats in the municipal elections, in urban and rural areas.

They should also be treated as general category seats. The Supreme Court stayed OBC seat reservation and ordered the state electoral commission to treat these OBC seats as general ones.

In addition, the Supreme Court directed the Madhya Pradesh State Election Commission that it follow the direction given in relation to the Maharashtra government. The court issued interim show-case notices and requested their response by January 3, 2022.

The winter session of Madhya Pradesh’s legislative assembly began on December 20, and ended on December 23.Both ruling and opposition unanimously voted not to hold panchayat election without reservations for OBC candidates.

The Madhya Pradesh cabinet voted to withdraw the ordinance on December 26.To get his approval, the proposal was sent by the governor Mangubhai C.Patel.The State Election Commission finally announced on Tuesday that the elections were canceled.
