New Delhi, Nov 29th : According to the National Health Account Estimate report, there has been an increase of government health spending in the country’s total GDP.It rose from 1.15 percent in 2013-14 to 1.35 percent in 2017-18.
Overtime, the share of Government Health Expenditure has increased.The share of government spending in 2017-18 was 40.8 percent, an increase from 28.6 percent in 2013-14.The NHAE report also shows that government health expenditures as a percentage of total expenditure have increased from 3.78 to 5.12 percent between 2013-14, 2017-18.

Rajesh Bhushan, Union Health Secretary, released Monday’s findings from the National Health Accounts (NHA), Estimates for India 2017-18.

According to the report, per capita government health expenditure has increased from Rs 1,042 in 2013-14 to Rs 1,753 in 2017-18.The percentage of primary healthcare in the current government health expenditures has increased from 51.1 percent in 2013-14 to 54.7 percent in 2017-18.

More than 80 percent of current government health expenditures are spent on primary and secondary care.In the case of government health expenditure, there has been an increase of primary and second care.

The private sector has seen a rise in the share of tertiary healthcare, while primary and secondary care have been showing a decline.Between 2016-17 to 2017-18, the government’s share of primary and second care increased from 75% to 86%.Private sector: The share of primary and second care has decreased from 84 to 74 percent.

According to the report, the out-of-pocket spending (OOPE) as part of total health expenditures has fallen to 48.8% in 2017-18, from 64.2 percent in 2013-14.The per capita OOPE has seen a decrease from Rs 2,336 and Rs 2,097 in the period 2013-14 to 2017-18.These findings also show that India’s dependence on foreign aid for its health has decreased to 0.5%.

The National Health Systems Resource Center has produced the fifth consecutive NHA report.The NHA estimates were prepared using an accounting framework that is based on the internationally accepted System of Health Accounts 2011, which was provided by the World Health Organisation.

The current estimate of NHA 2017-18 is the fifth consecutive Time Series for India on NHA estimates, both government and private sources.

It has been ongoing for five years now since 2013-14.These estimates are meant to allow policy makers to track progress towards universal health coverage as envisaged by the National Health Policy, 2017.
