Delhi LG orders FIR against 11 DDA officials who were ex-officially in charge, and a withdrawal of pensions

New Delhi, Aug 11 : Lieutenant Governor of Delhi, V.K.Saxena, in his capacity as the Chairman of Delhi Development Authority (DDA) was ordered on Thursday to file an FIR against eleven ex- DDA officials in an investigation that lasted for nine years of financial misappropriation as well as a violation of Codal formalities, CPWD Works Manual and GFR that was first reported in 2013.
The former DDA officials include the chief engineer as well as a superintendent engineer and executive engineer.

The others were in the accounts and finance departments.

The officials who are in the process of being removed are Abhay Kumar Sinha later Member (Engineering); Venkatesh Mohan and later Member (Finance); Om Prakash, CE (Retd); Nahar Singh, SE (Retd); JP Sharma, EE (Retd); PK Chawla, Dy CAO (Retd); Jasvir Singh, AAO (Retd); SC Mongia, AAD (Retd); SC Mittal, AE (Retd); RC Jain, AE (Retd); and Dilbagh Singh Bains, AE (Retd).

With regard to the ‘grave misconduct and loss’ to the exchequer in the light of the ‘grave misconduct’ and ‘loss’ to the LG has also ordered “permanently take away the entire pensions” of these retired officials in defiance of the department’s suggestion of taking only 25 percent of their pension.

The case is linked to the work done for upgrading and beautification of Coronation Park at Kingsway Camp which was granted to the company M/s Ajab Singh & Co in 2013.

The cost of the tender of the work was 14.24 crore, however, additional works of the sum of 114.83 crore were completed in Narela as well as Dhirpur without any approval.

In the report, the initial cost of the project of 14.24 crore was 14.24 crore was increased to 28.36 crore.28.36 crore, and the exact same was then deviated with additional work at another location altogether which was worth Rs 114.83 crore, which was completed without any approved estimate.

This resulted in an overall payment of the amount of 142.08 crores to the agency.

A source said that the LG expressed his deep displeasure and took a detailed note of the way in the way that the supervisory officers – Members (Engineering) and Member (Finance) were not able to fulfill in their duty to supervise subordinate officers which resulted in the accused officers flagrantly breaking the rules of CPWD Works Manual and GFR and causing irreparable damage to DDA.

“From the above I am of the view that the whole sequence of events constitutes a the criminal violation of trust, and the possibility of corruption is not eliminated.Therefore, it is ordered to file an FIR in this case against all parties involved including supervisory officers who are incumbent within 15 days.” the LG said in his decision.
