Delhi LG alerts about the existence of financial irregularities in AAP government

By Avinash Prabhakar New Delhi, Aug 8 : Delhi LG V.K.Saxena sent a letter to the Chief Minister Arvind Kejriwal, pointing out a number of inconsistencies of grave nature in the finances of the government and accounts of various departments.

“The LG has said that these grave irregularities in different departments such as Delhi Jal Board, state-owned PSUs, and audit of expenditure require immediate examination and investigation,” a source at the LG office told the media on Monday.

The CAG audit reports that were presented by the Arvind Kejriwal government in the Delhi Assembly after a delay of four years have revealed flagrant violations in the AAP government, a source said.

The CAG reports cover the period from 2017-18 to 2020-21, and were in the process of being negotiated with the office of Deputy Chief Minister Manish Sisodia.

Despite frequent reminders from CAG and four letters from LG’s office Delhi government continued to sit with regard to the report, a source said.

According to the letter addressed to Kejriwal that was read by IANS, “The CAG report No.1 of the year 2020 on general, social and economic sectors (non-public sector enterprises) in the year that ended 31.03.2018 the grants-in aid received to support the development of capital assets were improperly transferred and used for different purposes by the Delhi Jal Board (DJB).”

“In the absence of any strategic plan to supply piped water to all the unauthorised colonies only 353 received piped water supply in 2013-18, and as of March of 2018, 567 colonies that were not authorised were dependent on water supply through water tankers provided by the DJB,” the letter read.

The letter also outlined the flaws in the preparation and the approval of estimates, delays in the award and execution of works as well as the choice of ineligible bidders, and the extension of unjustified benefits to contractors.

“The DJB spent Rs 36.55 lakh on advertising for the foundation ceremony of the’replacement of sewer lines’ at West Laxmi Market and Khureji Khas project which is 17 percent of the estimated total price of the project i.e.approximately about Rs 2.16 crore.” the letter stated.

According to the CAG report No.2 on the state’s finances audit report for the period ending 31.03.2019, the total of seven state-owned companies with an investment of the sum of 6,929.93 crore had suffered losses of Rs 31,724 crores, according to in the letter.

The letter also highlighted the loss in two power firms (Delhi Power Company Limited with a loss of Rs 1,360 crore and Delhi Transco Ltd – Rs 1,201 crore) and an amount of the sum of Rs 29,143 crore in Delhi Transport Corporation.

In addition the loan has not been returned by the DJB in the past five years, according to the letter.

According to the letter and it is reported that in the CAG report no.1 on revenue economic, social, and general sectors as well as PSUs during the period that ended 31.03.2019 The examination of records revealed under-assessment the levy was not enough and there was a loss of revenue, as well as other irregularities totalling the amount of 521.61 million in 394 instances.

“Several government schemes didn’t get off the ground due to the non-use of the entire scheme Chief Minister Advocate Welfare Scheme (Rs 25 crore) DNA Test Lab-Nirbhaya Fund (CSS) (Rs 3.30 crore) Pre-matric scholarships scheme for students of minority (CSS) (Rs 6.50 crore), Swachh Bharat Mission (CSS) (Rs 24 crore) and Regional Rapid Transit System (RRTS) Corridor (Rs 47.00 crore)” the letter read.
