According to the memorandum, “The people in Karnataka are shocked that the Karnataka State Contractors Association, a registered body with about 1 lakh contractors’ members, has revealed that there is rampant corruption within various departments such as Public Works, Minor and Major Irrigation, Panchayath Raj, Health and Medical Education, and BBMP, among others.”

“For every job, contractors must pay more than 40% commission to some Ministers, Legislators and Lok Sabha members, as well as other officials from the relevant departments.” The memorandum stated that this is nothing but a bribe according to the law.

These ‘facts’ were all stated by the association in a memorandum submitted to the Prime Minister on 6 July 2021.They appealed for corrective measures regarding this huge fraud.

It stated that the Prime Minister had become silent about the rampant corruption of several thousand crores, and that he has not initiated any action against the Karnataka government despite the fact that the Contractors Association submitted the memorandum four months ago.

Shivakumar stated that the non-action of the Prime Minister and other concerned authorities causes a lot panic, anxiety in law abiding citizens of the country, especially Karnataka citizens.

He said that 40% of the total state budgeted money released to Karnataka by the Government for any project goes to paying bribes, 12 to 28% as GST, 5-6 per cent as EMD, and FST.

“If the Contractor takes out a loan to finance such project work, he must pay at least 12 percent interest on the investment.Shiva Kumar asked, “What will the Contractor do to finish the work in such a scenario?”

“There are also concerns about law and order in the State, where the Chief Minister has openly stated his inability to control the reactions of a few fringe elements.Under the current government, communal violence has increased.

Siddaramaiah stated that it is not democracy, but anarchy, which has become the system of the State.

“These facts and circumstances clearly show and establish that there are rampant corruption and maladministration in State of Karnataka; this has caused loss of several thousands crores to exchequer, and the same has also been swallowed up by some of the Ministers.
