Washington/Moscow 31 December : .In an end-of-the-year phone conversation, Joe Biden, the US President, urged Vladimir Putin, his Russian counterpart, to calm down tensions with Ukraine.

He also made it clear that Washington, and its allies, would “respond decisively,” if Moscow invades Kiev.
Jen Psaki, White House Press Secretary, stated that the US President expressed his support for diplomacy during Thursday’s call.

This includes the bilateral Strategic Stability Dialogue at NATO via the NATO-Russia Council and the Organization for Security and Cooperation in Europe (OSCE).

Psaki said that President Biden had reiterated the fact that any substantive progress in these dialogs could only occur in an atmosphere of de-escalation, not escalation.

Senior administration officials said that the Presidents spoke in a serious, substantive tone.They also talked about the importance of pragmatic and results-oriented diplomacy.

It was reported that the Kremlin stated that Biden and Putin had “discussed the agreements they reached during their prior consultations on December 7th, including the decision of launching negotiations to provide legal guarantees aimed towards ensuring Russia’s security”.

The importance of legal protections against NATO’s expansion to the east and NATO’s deployments of weapon systems close to Russia’s borders should be emphasized.

Putin and Biden both agreed that it was important to have a serious, meaningful dialog on these issues and they confirmed that the upcoming security talks between Moscow & Washington would take place in three formats.

On January 9, 10 and 11, 2022, Geneva will host the first round of negotiations.

Later, they will continue at Brussels in the NATO-Russia Council’s framework on January 12 and the OSCE on Jan 13.

Putin stated that imposition of broad-based sanctions on Moscow to prevent an escalation in events was a grave mistake and could cause a significant “rupture of Russia-US relations”.

Both Presidents agreed that they would continue to dialogue with each other and will closely follow all future negotiations.

The conversation was open and honest, as well as businesslike.”It was beneficial to both sides,” added the Kremlin.

The two leaders met in Geneva for the first time on June 16, when US-Russian relations had fallen to their lowest point in many years.

They discussed topics such as cybersecurity and strategic stability.

Although there were no breakthroughs at their meeting, and they still had many contradictions to resolve, the consultations revealed that both parties were open to a dialog with the goal of stopping tensions from escalating.

They also discussed cybersecurity and the state of Ukraine at a virtual summit held on December 7.
