Air pollution: Does the Environment Ministry know about the Decision Support System for Air Pollution?

By Nivedita Kandekar New Delhi, Nov 26th : .The Indian Institute of Tropical Meteorology offers a Decision Support System (DSS), which provides advisories to help pinpoint the exact sources of pollution in Delhi and also to predict winter conditions.

The DSS was created by scientists at the IITM for Delhi NCR.It has been continuously dispensed with forecasts and possible scenarios that, if heeded, can help reduce pollution levels.

It is unclear, however, based on the way things have been in the last few days that the Commission for Air Quality Management (CAQM), Delhi and Surrounding Areas (CAQM), is using inputs of the DSS.

On Wednesday, the Supreme Court attacked the Centre and Delhi government in a case involving air pollution.A Supreme Court bench, headed by Chief Justice N.V.Ramana, and including Justices D.Y., expressed concern about Delhi’s air pollution levels.Surya Kant and Chandrachud had stressed Wednesday that authorities should anticipate that air quality will worsen in the future and develop appropriate measures.

Judges suggested that statistical models be examined in order to identify the main factors that contribute to air pollution and then take action.

The DSS is actually a better model than that suggested by the judges.

It began with the IITM providing an Air Quality Early Warning System, (AQEWS), to alert citizens and policymakers about possible severe air-quality incidents approximately 7-10 days before 2018-19.

In February 2021, the CAQM formed and approached IITM, India Meteorological Department, IIT Delhi, C-DAC and The Energy and Resources Institute.

This was to request more information about the sources of degraded air quality.This would allow the Commission to monitor and control these sources.

This was how the AQEWS was extended into the ‘Decision Support System (DSS) for Delhi’ air-quality management.

“DSS is based upon the state-of the-science online chemistry transport model Weather Research and Forecasting with Chemistry (WRF-Chem), that utilizes the anthropogenic emission inventory prepared by ‘The Energy and Resources Institute (TERI for Delhi and the surrounding districts),” IITM’s Project Leader, Wifex/AQEWS Dr Sachin Ghude told IANS.

Ghude and Dr Gaurav Govardhan, his colleague, led the team that created the DSS in six months following the February meeting.This system provides quantitative information on the contribution of Delhi and the 19 surrounding districts to Delhi’s air quality.

It also shows the contribution of eight emission sectors in Delhi to Delhi’s air quality.It also shows the contribution of biomass-burning activities in neighbouring states to Delhi’s air quality.

It also shows the possible effects of emission source-level interventions for the severe air-quality event in Delhi.

Since 2018, the Central Pollution Control Board has taken decisions based on the three-day and 10-day AQEWS forecasts.

With this WEF-Chem model, IITM took it one step further.It first identified the exact sources of pollution (traffic sources, industrial sources, residential fuel burning and road dust) and then provided a scientific basis to determine which source to control.

Ghude stated that “In fact, our input had been sought even 10 days before the CAQM held its crucial meeting on November 16.”

The Supreme Court reprimanded Centre on Wednesday.The Solicitor General requested time.Next hearing was set for November 29.

Despite numerous calls and texts, no response was received from officials from CAQM or MoEF&CC to queries submitted by IANS.
