He declared that the choice of the Andhra Pradesh government has caused extreme anger and bitterness among those living in the area around Chennai that depend on the river to drink water, and to a lesser extent to provide irrigation.

The Tamil Nadu Chief Minister also declared that the state had not given its consent for the building of structures since it is a lower state with a riparian.

The letter reads: Stalin stated: “Being an inter-state river the state of the upper riparian state is not able plan or approve or construct any new structure on the river Kosasthalaiyar without the approval of the state that is lower in riparian. This is why it is disappointing that this decision has been made that could have a major negative effect on the state of India, particularly in the city of Chennai as well as the northern suburbs.”

In a shrewdly-written letter, Stalin expressed his disappointment with Jagan Mohan Reddy. He requested his Andhra Pradesh counterpart to direct officials not to proceed with the plans and not to design any new projects across the Kosasthalaiyar.Kosasthalaiyar.
