This was according to a Rand Corporation report in 2009 following the Mumbai attacks of 26/11.

The report stated that the Mumbai attack was a reminder of the United States’ inability to manage its security interests in Pakistan and in the region.

It is well-known that the US focused its efforts in the initial phase of the war against terror on securing Pakistani cooperation in pursuit Al-Qaeda.The US did not press Pakistan to cooperate against the Taliban because it believed they had been defeated.

However, interest was expressed by the US government in 2006.

This renewed interest was due in large part to the Taliban resurgence of 2005, which was in large part facilitated by the sanctuary that Taliban and other extremists enjoyed at Pakistan.

“Washington only applied episodic pressure to Pakistan to exterminate the groups operating in Kashmir,” said one advisor to the Bush administration.According to a Bush administration advisor, even putting LeT on the list of foreign terrorist organizations was difficult because the administration was worried about the reaction from the Pakistani army.” The report stated.

The US focused its resources and energies on the Pakistani military in an effort to secure Pakistan’s participation in the global war against terrorism.These goals were likely to be achieved by the US spending more than $11.2 million between fiscal years 2002-2008.

The US was granted access to Pakistani soil to supply logistical supplies and access to naval and aerial bases to conduct Operation Enduring Freedom.The report also noted that Pakistan deployed significant numbers of paramilitary and military troops along its border with Afghanistan.

These troops have engaged in operations with varying degrees of success against militants it considers a threat to the country.

“In the main, US policy has not secured a comprehensive commitment by Pakistan to eliminate militants based there.” The report noted that Taliban leaders and warlords, including Jallaluddin Hqqani, Gulbuddin Shekmatyar, Baitullah Meshud and Gulbuddin Hekmatyar — continue to be free to operate from Pakistani soil without restriction.Many believe that the Pakistani military, ISI and ISI actively support them.”

LeT has been attacking US and NATO forces in Afghanistan’s Kunar and Nuristan regions at least since 2007.The report also noted that several groups based in Pakistan are continuing operations against India.

“With the Mumbai attack LeT proved that it has the ability to internationalize its targets.LeT has now taken on a greater role in the wider jihadi landscape.

LeT, like other militant groups in Pakistan is believed to have a significant reach into Pakistani diaspora population, raising a number concern for countries with Pakistani expatriate community,” the report had stated.

“Pakistan will continue to be a destination where radicalized individuals can obtain training from militant organizations for the policy-relevant future.” According to the report, the international challenge of containing militants in Pakistan is a complex one with few support mechanisms,” it said.
