The weather department has issued a red alert for many districts, including Chennai, one the smartest cities.
More than 20 districts of Tamil Nadu were subject to continuous rains.
On Saturday, the government declared a holiday in 23 districts for educational institutions.
Many areas in Chennai were submerged and subways were closed due to flooding.
Waterlogged roads have caused traffic to be diverted in many places.
The shutters at Chembarambakkam Lake were raised to allow out excess water due to an increase in water inflow.
Many acres of paddy fields were submerged in the water, causing severe damage to the crops.
The weather forecaster has already predicted heavy rains in Chennai, Tiruvallur and Kancheepuram districts.
It was advised that fishermen not venture into the ocean.
