Security agency sources claimed that the nebulous political environment in India’s neighbours and the Financial Action Task Force (FATF’s) decision to include Turkey alongside the already existing Pakistan on its grey list are a wake-up call.Hashtags NeverForgetNeverForgive, MumbaiTerrorAttacks among others were trending as Prime Minister Narendra Modi tweeted, “Tributes to those who lost their lives in the gruesome 26/11 terror attacks in Mumbai.”

FATF, an international anti-money laundering watchdog, placed Turkey on its grey list. This is a sign that Istanbul has failed or been unable to stop terror financing.

Concerns have been raised by the international community about Turkey’s proximity to Syria, Lebanon, and Pakistan.

Just Security, an online forum that provides analysis on foreign policy and national security, stated in a recent report that the hawala system serves as the country’s primary financial lifeline due to economic sanctions against Taliban and limited financial connectivity in Afghanistan.

This system is extensively used to trade with Pakistan.

The US and international community should tighten their monitoring of anti-money laundering activities, countering financing of terrorist activity in Afghanistan, especially since terrorist organizations like Al-Qaeda Network and Haqqani Network are closely associated with the Taliban.

Terror activities require substantial resources, so financing is an important area to monitor. The 26/11 Mumbai terror attack was well planned and could not have happened without the transfer of large amounts of money into sleeping cells in the country, especially in Maharashtra,” BK Singh (Retired Joint CP) Crime, Delhi Police told India Natra.

Experts believe that the Karachi and Mumbai areas need to be strengthened in the face of increased terror threats.

According to the European Foundation for South Asian Studies (EFSAS), it is essential to continue to make efforts to understand the changing terrorist landscape from an organizational perspective in order to maintain the effectiveness of counter-terrorism efforts and keep the threat at bay.

Recent reports from Bangladesh indicated that violence against minorities in South Asia and attacks on Durga Puja paternals were the work of Jamaat-e-Islami, a Pakistan-supported radical group. It wasn’t just that.

Violence also broke out in Bangladesh during Prime Minister Narendra Modi’s March visit to Dhaka. The Bangladesh authorities claimed that the incidents were caused by groups that had received support from Pakistan even though they were already aware of it.

FATF has warned that terrorist organizations “continue to pose an imminent threat to international stability and security.” FATF also pointed out that Al Qaeda and ISIL have been increasingly turning to new payment technologies in order to raise, move, and deploy funds since 2020.

“As such, terrorists still have the potential to use virtual assets.” The terror financing watchdog also stated that the risk from the expansion of Al Qaeda and ISIL affiliates has been increasing over recent years.

ISIL has reserves of between $25-50 million and more. These funds allow the group to continue some activities and seek a possible resurgence.

Singh said that the state governments of the country must work together to prevent major or minor terrorist attacks. He stated that it was crucial to track suspicious transactions.

Singh stated that “Vigilance is essential amid the rapidly changing environment and now with FATF placing Turkey on the grey list,” India must further increase coordinations between state governments and security agencies.
