e.from December 2021 to March 2022, as Phase 5 of the scheme, which was launched during the lockdown last January.
The scheme provides five kilograms of grain per person per year at no cost to all beneficiaries who are covered by the National Food Security Act (NFSA), (Antyodaya Anne Yojana & Priority Housings), and Direct Benefit Transfer (DBT).

Anurag Singh Thakur, Union Minister, announced the cabinet decision Wednesday.

He claimed that India is perhaps one of the few countries that provides free food grains for 15 to 80 million people.

The Phases 1 and 2 were respectively operational from April to Juni 2020 and July to Nov 2020.

Phase 3 was in operation from May 2021 to June 2021, while Phase 4 is currently in operation for July 2021 to November 2021.

The Centre announced on November 5 that the scheme would be ending on November 30.It had done this by relying on the revival of the economy and claiming that its market interventions to control prices were working.

“The economy is recovering – our OMSS disposals are also being exceptional because of the extremely good and user-friendly OMSS policy this past year.”There is no proposal for this scheme to be extended,” Sudhanshu Pandey, Food and Public Distribution Secretary, had told media.

Pandey stated to media on Wednesday that the government’s overall assessment of the situation helped it make a decision.

It is a proactive measure to support the people and help them when they are in recovery.The economy is also in recovery.

The estimated additional food subsidy for Phase 5 of the PMGKAY scheme, which runs from December 2021 to March 2022, would be Rs 53.344.52 crore.The estimated total food-grains outgo is 163 LMT.

The Government initiated this scheme in March 2020 during the Covid-19 outbreak in the country.It began distribution of additional free-of cost foodgrains (rice/wheat), to approximately 80 crore NFSA beneficiaries at a scale of 5 kgs per person each month under the PM Garib Kalan Anna Yojana (PMGKAY), in addition to the regular monthly NFSA foodgrains, i.e.regular entitlements from their ration cards.

The Department has so far allocated almost 600 LMT foodgrains under the PMGKAY (phases 1 through 4), equivalent to approximately Rs 2.07 lakh crore in food subsidies to the states/UTs.

PMGKAY 4 distribution is currently ongoing.According to reports from states/UTs, 93.8 percent foodgrains were lifted.

In PMGKAY Phases 1-5, the government will spend nearly Rs 2.60 lakh crore.
